who just died, the families an the cities they're in over that? what it comes down to, it would be expensive maybe but if you look at it in the long run, you can't get into state buildings or city buildings without that or even on a plane. we have the technology now, we should use it. guest: we lose between 100 and 140 people every year to mass shooters. that's horrific. and you know, the value of the lives are incalculable, we cannot have -- we want to turn every school into a fortress. there may be other things we can do. maybe we should tighten the mental health laws first and see how that works. maybe we should examine the gun-free school zone law and see if it can be loosened slightly to see allow a principal trained in the use of firearms to carry a gun to school. if you have a big enough weapon, you can pretty much blast open any door you want. host: what's your take on the headlines today about the n.r.a. mum on the happening in connecticut. they have not put out a statement. do you think they need to? guest: they will eventually because i

if you look at the big cities, ordinary people are going to get walloped. if you look at the places where that is, those are where you pretty much have solid democratic votes. were you have republican votes, they will not get affected by this. yes, there is a possibility there. host: when your may have heard that interview. the day write -- -- they write -- guest: we have one tax policy no matter where you live and what the cost of living is. that does not work very well there are parts of the country where people make very significant amounts of money relative to $250,000 for the cost of living is very high. these tax increases are going to bite in bite hard. that is unfortunate. suppose we had a classroom where three of the children were much wealthier than the others. the teacher said, we really want to go on one good field trip a month. how about we have a vote as to who pays for the field trip. we will send each of their parents a bill for 10 children. and they vote yes. the teacher said, we had a vote and it was by democracy. that has about as much cr

you know, $5 million didn't help the city of new orleans. our budget is i want to say, if i can remember this i think it's about $600 million a year. what would $5 million help the city of new orleans when 80% of our operating revenue disappeared overnight? so that is still an issue out there for local governments and, again, just to conclude without getting too much on a soapbox, senator coats is correct. this response cannot just be about the federal government bailing, you know, everybody out for every dollar. it's got to be smart leveraging of the power of the local governments to leverage their own assets and using the power of the private market to leverage the assets we need for smart rebuilding. so those loans are important to leverage the assets of the local government. so while we don't have to give a grand in every case -- grant in every case, we can do a combination of grants, give them power to leverage their borrowing capacity and through new market tax credits and go zones which is not the subject here. but is an important par

host: there's this article in the wall street journal with charts showing various cities around the u.s. and how well they have done in the last year or so. overall, still down. phoenix, up 21% this year. and this article appeared in yesterday's wall street journal -- what is the realtor association's view on the national governments refinance programs they have offered and how do you see expansion of that program? guest: it has worked. this program specifically addressed responsible homeowners. these are homeowners who happen to be under water, yet they have been making their mortgage payments. they may be stuck at 6% or 7% interest rate. the prevailing market interest rate is about 3.5% or 4%. government stepping in to say you have been responsible even in this difficult economic circumstances, if you have to pay your mortgage on time and not defaulted, so let's get you into the current market rate. from the private lenders perspective, they are saying under water, forget it, we will not refinance. for government to step in to help responsible homeowners, it makes perfect sense. host:
